The 2008 Digital States Survey, a biannual survey of state governments’ employ of technology, ranked Pennsylvania in the top 10 this year, its highest ranking ever.

The Commonwealth tied for 10th place with Tennessee, while Utah, Michigan and Virginia took the top three spots. This is Pennsylvania’s highest ranking since the survey began and its first appearance in the top 10, rising from 20th in 2006 and 24th in 2004.

The survey, conducted by the Center for Digital Government, is the only analysis of state governments’ use of information technology as a tool for serving citizens and government. Chief information officers and senior executives from state governments nationwide participated in the evaluation, which covered areas from infrastructure to online applications and Web 2.0 technologies provided to citizens. The 2008 survey also included a measure of sustainability efforts, especially in the area of green IT.

“Since our inaugural survey in 1997, we’ve seen a steady advance in the quality of technology solutions implemented by state governments for their citizens,” says Cathilea Robinett, executive VP of the center. “The bar is constantly being raised by public sector technology leaders creating topnotch services. This year’s list represents the very best of many outstanding states.”
